By virtue of the long-term experience of all partners, we specialise in providing independent advisory services to the oil and chemical industries in respect to global tank storage, transportation and other logistical issues. It is our prime role to serve as an advisor for (international) companies, governments, institutions, corporations other related parties with respect to mergers & acquisitions, business development, logistic supply/demand chain analyses and marketing projects for the oil and chemical industries.

We put our insight, skills and dedication in partnership with our customers in order to achieve results together. We have an informal working style that forms the basis of our company and the services we offer to our customers.
Since its existence in 1999 we have worked for many companies, governments and institutions. We have specialised in matters concerning tank storage including issues with respect to strategic oil stocks. In this respect we have advised a number of new EU-accession countries, acted as an advisor for the International Energy Agency (IEA) in Paris (part of the Organization for Economic Cooperation and Development, OECD) and the Clingendael International Energy Programme (CIEP) in The Hague. Downstream has also participated in arbitration cases.

Over the years, we have been engaged as a European Business Development expert with respect to the establishment ( Greenfield, Brownfield, M&A) of Oil and Chemical logistics infrastructure, notably in the tank storage and associated business fields.

Managing Director:

Rob Luijendijk has been a Partner of Downstream since April 2003. Prior to that, from November 2000, he worked for another Dutch company in the tank storage industry that, over the years, established a close relationship with Downstream which resulted in becoming a shareholder in this company in 2003. Rob Luijendijk has gained a substantial amount of experience in the oil/chemical logistics industry since the start of his career with Nedlloyd in 1976. He held the position of Manager Inland Barging Department with Gebr. Broere from 1981 till 1993. He subsequently joined GATX Terminals Corporation as Director European Business Development until GATX Terminals Corporation was dissolved in 2000. Rob Luijendijk currently also holds the position of Marketing Director of PortStorage Group, a subsidiary of Downstream.

Short description of all associates:

Karl Sanders Karl graduated from the Antwerp Maritime academy, studied at the Oxford College for Petroleum Studies, the Vlerick Management institute and is a certified Safety Officer. After a short stint at sea as a Deck Officer, Karl spent his career in the storage business. He held management positions in Katoennatie and Oiltanking. Since 1999 he is based in China and has been involved in several major terminal projects. For Stolt-Nielsen he initiated the grass roots terminal projects in Tianjin and Ningbo (Daxie). In 2003 Karl established Taurus Enterprise in Shanghai, providing consultancy for a.o. LBC terminals, Oiltanking, Stolt-Nielsen and today is involved in consulting projects as well as in import/export activities. Karl lived and worked in North, South and East China and is well acquainted with the storage business in China.

Peng Keat LAW graduated with a Bachelor of Applied Economics (Honours) degree from the University of Malaya and obtained postgraduate qualifications in General Management from RVB, Delft, Netherlands and Marketing from the Singapore Institute of Management. He has been bestowed with the Public Administration Medal (Bronze) by the former President of the Republic of Singapore, Wee Kim Wee, for his contributions during his service with Jurong Port, Jurong Town Corporation (JTC). He is a full member of the Chartered Institute of Logistics and Transport, U.K. and the Singapore Institute of Directors.

He has over 35 years of experience in the port and liquid bulk terminal industry. His experience in port operations and management was acquired when he worked for JTC. He was initially involved in managing the operations of the then Jurong Marine Base and subsequently spent ten years managing Jurong Port. Next, he joined GATX Terminals Pte. Ltd., a subsidiary of GATX Terminals Corporation, as its Senior Vice President and managed a petrochemical terminal in Singapore. He was an alternate director of JTC and then GATX Terminals Corporation on the Board of GATX Terminals Pte. Ltd. for a total of 15 years. GATX Terminals Pte. Ltd. spearheaded the development of the joint venture with Petronas and Dialog at Kertih Terminals Sdn Bhd., Malaysia and acquired shares in Shandong Lanshan Terminal, China. Within Singapore, GATX Terminals Corporation, also owned the almost 1.0 million m3 petroleum storage terminal, Tankstore Pte. Ltd.

He re-joined Jurong Port in 2006 as its Senior Consultant. From 2006 to 2008, he was responsible for planning, infrastructure development and operations management. From 2009 until his retirement in August 2012 , amongst other business development contributions, he spearheaded the market study, feasibility study, partner selection and participated in the joint venture negotiations and due diligence for the proposed 1.0 million m3 liquid bulk terminal.

Shortly before his retirement, he incorporated Asia Ports & Terminals Consultants Pte. Ltd. together with OOI Chwee Kim, the former Managing Director, Asia Operations and Development of GATX Terminals Corporation, to provide consultancy services to the ports and liquid bulk terminals industry. Asia Ports & Terminals Consultants Pte. Ltd. represents Downstream B.V. in the Singapore area.
